On March 2–5, 2026, a CAF Training of Trainers (ToT) was held in Maastricht, Kingdom of the Netherlands, hosted by the European Institute of Public Administration (EIPA).

The training covered topics such as strengthening knowledge and skills in the Common Assessment Framework (CAF), enhancing the potential of specialists involved in the self-assessment process in public institutions, and developing institutional capacities in the application of the CAF methodology.

The State Examination Center was represented at the training by Gunash Gadimova, Head of the Human Resources Management Department, Parviz Kazimov, Head of the Competence and Professional Potential Assessment Department, and Narmin Abdurahmanova, Head of the Strategic Research and Project Management Sector.

Within the framework of the training, participants exchanged experiences on the application of the CAF model, the organization of self-assessment processes in organizations, the identification of priorities, and the development of action plans.

It should be noted that currently, at the State Examination Center, a CAF project is being implemented at the initiative of the European CAF Resource Centre, the German Society for International Cooperation (GIZ), and the OECD's SIGMA program. The representatives participating in the training are also members of the self-assessment group operating within the framework of this project.
