We are answering the questions you most frequently ask us regarding applications to the “State Program for 2022-2028”.

• Question: Where should candidates wishing to apply to the State Program start the process? 
• Answer: The application process for the State Program should first begin by obtaining admission from a foreign higher education institution. 

Candidates must first obtain an admission letter from one of the programs determined for the 2026-2027 academic year in priority specialization areas. 

Subsequently, during the document submission phase of the State Program, electronic applications, along with other supporting documents, must be submitted via the portal.edu.az website.
